IMPORT - EXPORT PROHIBITION * RESTRICTIONS

PROHIBITION / RESTRICTION OF IMPORTS

The following goods are absolutely prohibited form importation:

  • Reproduction of any currency note, bank note or coin which currently being issued in any country.
  • Indecent printings, paintings, photographs, books, cards, lithography, engravings, films, video tapes, laser discs, color slides, computer discs and any other media.
  • Any emblem or device which is intended to be prejudicial to the interest of Malaysia or incompatible with the peace, welfare or good order in Malaysia.
  • All geneses of Piranha fish.
  • Turtle eggs.
  • Cocoa pods, rambutan, pulasan, longan and nam nam fruits from Philippines and Indonesia.
  • Intoxicating liquors containing any lead or compound of copper exceeding than 3.46 milligrams per liter.
  • Dragger and flick knives.
  • Broadcast receivers capable of receiving radio communication within the ranges (68-87) MHz and (108-174) MHz.
  • Sodium arsenite.
  • Cloth bearing the imprint or duplication of any verses of the Quran.
  • Pen, Pencil and other articles resembling syringes
  • Poisonous chemicals e.g Crocidolite, Polybrominated Biphenyls, Polychlorinated Biphenyls, Polychlorinated Terpenyls, Tris (2,3-dibromopropyl) phosphate.
  • Lightning arrester containing radioactive material.

The importations of goods specified below are prohibited under an import licence or permit from relevant authorities:

  • Egg in the shell.
  • Any meat, bone, hide, skin, hoof, horn, offal or any animal part and poultry.
  • Live animals or primates including ape, monkey, lemur, galago, potto and others.
  • Explosives and fireworks.
  • Imitation arms, toy guns / pistols.
  • Imitation hand grenades.
  • Arms and ammunition other than personal arms ammunition imported by bona fide traveler.
  • Bullet proof vests, steel helmets and other articles of clothing as protection against attack.
  • Soil and pests including live insects, rats, snails and plant cultures of disease causing organisms.
  • Safety helmets (except as worn by motorcyclists or motorcycle pillion riders).
  • Video machine excluding game watches and video games for use with television receiver.
  • Motor vehicles.
  • Batik sarong.
  • Rice and padi including rice products.
  • Equipment to be connected to a public telecommunication network.
  • Saccharin and its salt.
  • Parabola antenna for outdoor use.
  • Pests and organisms which are capable of being injurious to plants.
  • Live fish.
  • Animal oils and fats.
  • Plants including parts and plant products.
  • Household and agricultural pesticides.
  • Electrical domestic equipments using 50 volts or 120 volts DC or more.
  • Toxic and / or hazardous wastes.
  • Corals, alive or dead.
  • Apparatus / equipment for the brewing of beer in the home.
  • Pharmaceutical products.

The above list is not exhaustive. Kindly consult the Customs Officer on duty.

PROHIBITION / RESTRICTION OF EXPORTS

The following goods are absolutely prohibited from exportation:

  • Turtle eggs
  • Rattan from Peninsular Malaysia.
  • Poisonous chemicals e.g Crocidolite, Amosite and Tremolite.

The following are some of the goods which require an export licence / permit form relevant authorities:

  • Any animal or bird, other than fowl, whether alive or dead or any part thereof.
  • Live animal of bovine species.
  • Poultry.
  • Meat of bovine animals.
  • Cockles.
  • Coral, alive or dead.
  • Live prawns / shrimps / fish.
  • Plants including orchids.
  • Sugar and rice.
  • Palm kernels and palm seeds.
  • Vegetables, fresh, chilled or frozen in excess 3 kg per consignment.
  • Military clothing and equipment.
  • Arms and ammunition.
  • Antiquities as defined or stated in any written law in Malaysia.
  • Collections of zoological, botanical, mineralogical, anatomical, historical, archeological or ethnographical material with numismatic interest.

Import and export of illicit drugs (eg: morphine, heroine, opium, marijuana, etc.) are strictly prohibited. Prescribed drugs can only be imported into or exported from the country by virtue of a licence issued by the Ministry of Health, Malaysia

Travellers entering Malaysia are required to declare all dutiable or prohibited goods in their possession.

Nothing to Declare? Use the Green Lane.

Something to Declare? Use the Red Lane.

If in Doubt, Proceed to the Help Desk.

Failure to declare dutiable of prohibited goods or making false declaration is an offence. Travellers entering Malaysia with goods to be declared should use the Red Lane. The Green Lane  is for travellers with "Nothing to Declare" (non-dutiable and non-prohibited goods).

Offenders Found With Dutiable Or Prohibited Goods In The Green Lane Will Be Liable To A Maximum Fine Of RM 100,000 / Jail Term Not Exceeding 3 Years For The First Offence And RM 500,000 / Jail Term Not Exceeding 5 Years For Any Subsequent Offences.

Duties for most dutiable goods are charged at a flat rate of 30% ad valorem (based on the value of the goods).

In the case of alcoholic beverages, tyres, spirits, tobacco, cigarettes and motor vehicles, the rate of duty will be based on the prevailing Customs Duties Order.

NON-DUTIABLE GOODS

  • Fountain pens.
  • Cigarette lighters (except of plastics).
  • Printed books, newspaper, magazines and journals.
  • Perfumeries.
  • Cosmetics (except face powder) and skincare products e.g lipstick, eye shadows, moisturizes, skin tonics.
  • Manicure preparations e.g nail polishers and vanishes, varnish removers.
  • Carpets made from jute.
  • Portable radio incorporating sound recorder or reproducers (weighing less then 10 kg, with handle / strap and AC/DC powered).
  • Pocket watches, wrist watches and clocks.
  • Photographic cameras, photographic flashbulbs, photographic flashlight apparatus and film in rolls.
  • Cinematographic cameras, projectors, sound recorders and sound reproducers, for films of less the 16mm width including cameras for double 8mm film.
  • Video cameras / television cameras.
  • Pocket size calculators.
  • Gold coin / bar.
  • Computers.
  • Fishing equipment (e.g fishing rods, hooks etc).
  • Golf clubs (complete).
  • Racquets (tennis, badminton and similar).
  • All type of balls, except golf balls.
  • All musical instruments (except upright piano).
  • Compact disc / video compact disc for use in computers.
  • Personal video tapes which require customs clearance.

DUTY EXEMPTION

Persons Exempted:

  • Non-residents intending to visit Malaysia for not less than 72 hours.
  • Residents returning after an absence from Malaysia of not less than 72 hours (for Labuan it is 24 hours whilst for Langkawi and Pulau Tioman it is 48 hours).

Goods Exempted:

  • Wine / spirit / beer / malt liquor not exceeding 1 litre.
  • Tobacco not exceeding 255 grams (equal to 200 sticks of cigarettes).
  • New apparels (up to 3 pieces).
  • 1 pair of new footwear.
  • Portable electrical or battery operated appliances for personal care and hygiene not exceeding 1 unit each.
  • Food preparations up to a total value of RM 75 or less.
  • All other goods including gifts souvenirs other than alcoholic beverages, spirits, tyres, tubes, tobacco, cigarettes and motor vehicles, valued not exceeding RM 400 (goods form Langkawi, Pulau Tioman and Labuan must no exceed RM 500).

If a traveller brings in an excess quantity of exempted goods, he shall be taxed on the excess goods only.

Duty Free Shopping:

  • Duty free shops for travellers are located at International Airports, main towns, ports and at borders. On arrival or departure, travellers can purchase the duty free goods that they anre entitled to.

TRAVELLERS' DEPOSIT FACILITIES

Travellers' deposit is a facility used by visitors for temporary import on condition that:

  • Deposits are equivalent to the duty of goods.
  • To be redeemed at any exit point.
  • Claims to be made within 3 months form date of importation.

ATA CARNET (ADMISSION TEMPORARIES) FACILITIES

Temporary import using ATA Carnet document is meant for goods used for exhibition, advertising, commercial samples and processional equipment on conditions that:

  • the goods are not for sale
  • the goods must be exported within the specified period.

CURRENCY EXCHANGE CONTROL

The control of import/export of currency is deemed to be a matter relating to Customs. Thus, failure to declare currency will result in an offence under the Customs Act 1967.
